New Delhi, India Tejas Networks and Intel today announced the successful integration of Direct-to-Mobile (D2M) capability in Intel-powered laptops, enabling the delivery of educational content to students across India leveraging Artificial Intelligence (AI) ahead of the World Audio Visual & Entertainment Summit (WAVES) 2025.
A broadcasting system called D2M was created at IIT Kanpur as part of a continuous proof-of-concept project.
Without requiring Wi-Fi or internet access, it uses terrestrial TV broadcast airwaves to send live TV, video, audio, and text messages (multimedia content) of national and public importance, including sports, entertainment, educational programming, and emergency alerts, straight to mobile phones and computer devices.
According to a statement by Tejas Networks, attaining Hon. Prime Minister Narendra Modi’s goal of a Viksit Bharat by 2047 requires universal access to education.
Tejas Networks and Intel have established the groundwork for a fully integrated computing device that is prepared to provide education without connection constraints in an economical way by incorporating D2M into Intel’s personal computer (PC) platform.
“This partnership between Tejas Networks and Intel is evidence of ‘Design in India’ and ‘Make in India’ initiatives,” the business said.
In order to enable D2M services, the Tejas-SaankhyaSL-3000 SDR chipset and an integrated antenna power the creative laptop design.
Additionally, Tejas Networks has created a line of software and hardware infrastructure components for D2M network implementation.
Over the last several years, Prasar Bharati, in collaboration with IIT Kanpur and Tejas Networks, has been testing the end-to-end locally built technology, which is driven by the SL-3000 SDR chipset, on real networks.
“We are unleashing a revolutionary leap in educational content delivery with the integration of D2M chipsets into Intel-powered laptops,” said Parag Naik, Executive Vice President, Tejas Networks. Even in areas with poor connection, the D2M platform uses the multicast architecture of ATSC 3.0 to enable the simultaneous delivery of a variety of instructional materials, each specifically designed for a particular grade, school board, or language, to pupils. The indigenous multi-core DSP architecture that powers the award-winning SDR chipset for D2M has undergone two generations of field hardening.
No matter where the student is located, D2M is a scalable, affordable, and robust system that guarantees inclusive, high-quality education and will spur the nation’s rise as a knowledge powerhouse in the years to come.

“In keeping with Prime Minister Narendra Modi’s vision for a Viksit Bharat (Developed India) by 2047, the integration of D2M broadcasting technology with AI-capable edge computing can lead to a full-stack (chips to platform) deep-tech public goods infrastructure purpose-built to deliver high quality educational content to India’s youth,” stated Shashi Shekhar Vempati, Chairperson of the UGC Committee on Educational Media Reforms. By assisting in the removal of obstacles to digital access for students throughout the country, this program also supports the goal of equitable and inclusive education outlined in the National Education Policy (NEP) 2020.
India’s language variety may be bridged by the possibility for multilingual learning experiences made possible by the integration of artificial intelligence (AI) with D2M platforms.
India is in a strong position to develop a blended learning environment that combines the breadth of broadcast media with the depth of digital material, thanks to the scalability and robustness of D2M networks.
According to the corporation, this event also represents a larger trend: India’s rise to prominence as a worldwide leader in the creation of core technologies. India’s willingness to co-create and not just consume next-generation technology with foreign partners is shown by the international dimension, which includes partnerships with ATSC 3.0 standards.
In order to achieve Prime Minister Narendra Modi’s goal of a “Viksit Bharat,” the statement went on to say that D2M-enabled gadgets, AI-powered customization, and blended learning models will serve as the cornerstones of an empowered, technologically inclusive India by 2047.
It went on to say that making an investment in this deeptech future now has the potential to build an educational environment that is robust, scalable, and equitable—truly a “GPT to Educate Bharat.”
